Each faced with the plight of outdated, overcrowded local jails, Rappahannock, Shenandoah, Warren Counties joined together to address their collective problems with a unified solution: replacing their individual local jails with a combined jail that served the entire region. The initial capacity accommodates 150 staff and 375 inmates, or 670 with double-bunking. The flexible design allows for additions to increase the inmate capacity to 918. It houses cells, dormitories, a full-service kitchen and laundry, a medical unit, intake and booking spaces, magistrate and administration offices, counseling rooms, classrooms, recreation areas, and support spaces for rehabilitative programs.

The facility earned LEED Silver certification through high-performance features including recycled building materials; a vacuum-assisted flushing system; a rainwater-collecting cistern; as well as insulated pre-cast wall panels, light-emitting diode (LED) fixtures, and energy recovery technology.
