South Carolina's oldest operating jail facility will be replaced by a new detention center that addresses decades of overcrowding and deterioration.
Originally constructed in 1956, the aging facility faced challenges with overcrowding, outdated systems, and deteriorating conditions. The comprehensive replacement project introduces a new two-story facility designed to meet both current and future needs, with an immediate capacity of 608 beds and infrastructure sized to accommodate up to 1,000 inmates.
Housing and Core Operations
At the heart of the new design are twelve mezzanine-style housing units featuring prefabricated steel cells with rear chases, complemented by four minimum-custody dormitories. Each housing unit is equipped with essential amenities including dayrooms, fresh air recreation spaces, multipurpose rooms, and video visitation areas. The facility's core functions encompass a bus-compatible vehicular sally port, comprehensive intake and booking areas, and specialized holding cells, including a negative pressure unit for health safety.
Medical Services and Support
The detention center's medical capabilities reflect an advanced approach to inmate healthcare. A fully equipped medical unit features a nurses' station, head nurse's office, laboratory, and pharmacy, along with dedicated spaces for telemedicine and mental health services. The facility's design includes accommodation for mobile dentistry services, enhancing healthcare delivery while optimizing staff efficiency. Support services, including the kitchen and laundry facilities, are sized to serve the potential future capacity of 1,000 inmates.
Security and Administration
Safety and security considerations are paramount in the magistrate area and courtroom design, with carefully planned sight lines and separate circulation paths to protect victims during court proceedings. The facility's administrative section provides essential spaces for records management, staff offices, conference areas, and locker facilities, while a new public video visitation room adjoins the lobby alongside attorney waiting areas and public restrooms.
