At the core of civic architecture lies the relationship between buildings and their occupants' daily needs. Josh learns these needs by spending time with the people who will use his buildings. He studies how emergency responders move during crisis situations, how social workers interact with citizens seeking help, and how administrators manage complex operations. These direct observations shape spaces that anticipate and support essential community services.

Each project begins with Josh studying the routines of the people who will occupy the space—firefighters coordinating emergency responses, police officers managing security protocols, social workers assisting community members. This immersion reveals essential details about how building design affects daily operations. His work at Moseley reflects a core principle: civic architecture succeeds when it addresses practical requirements while preserving the dignity of public service.

Josh encourages his teams to examine and challenge standard design practices. His method of persistent inquiry leads to solutions for governmental centers, court buildings, and public safety facilities, where security requirements must align with community access. By observing how different public services intersect and support each other, his teams create buildings that adapt to changing community needs while maintaining their essential civic purpose.
